While I was away, my mom surprised me and set up my five gallon for Blues! Man, he looks lonely in there...

I'm thinking of getting a Cory Cat or two to keep the bottom clean when he doesn't eat (he won't go near the filter and sometimes his food drifts over there and drops down). Maybe even a few Neon Tetras to brighten the tank up? Any advice for tankmates for Blues?

There are no other fish that would work in a five gallon, it's just too small a tank. :) Don't worry, bettas don't get lonely -- they are territorial, aggressive fish who prefer to have the place to themselves! However, if you really are set on a tank mate, an apple or mystery snail (only one) is an option. However, you will have to clean the tank more often.

If you upgrade to a ten gallon AND cycle the tank, then there are some other fish that are an option (PYGMY cories, DWARF cories [two different species], or some different kinds of schooling fish). However, some bettas are too aggressive even for those fish, and tetras are not recommended as they may nip fins, or may be "too colorful" and trigger the betta's fighting instincts.

With just your fish in there, and not cycling the tank (growing beneficial bacteria to convert ammonia to nitrite to less toxic nitrate) then you should clean 100% of the water every 7 days. :)
